The very core of the Jirmanian community is comprised of Free Citizens. The Free Citizens enjoy full political rights including the right to have a say in policy of the Kingdom. The rules of obtaining and maintaining citizenship are currently governed by the Citizenship Act from 22 February 2005. A broader (and currently larger) community consists of so-called Friends of Jirmania.
Any person is allowed to ask for the status of a citizen by filling in the Citizenship Application Form (CAF). Moreover, citizenship is usually automatically granted to:
- Persons married to Jirmanian citizens, close relatives of Jirmanian citizens,
- Persons born on the Jirmanian soil or onboard the ship registered in Jirmania (ius soli),
- Descendants of Jirmanian citizens (ius sanguinis) regardless whether they have one Jirmanian parent or both; provided they or their legal representatives lay the claim.

If you like what Jirmania does and stands for but do not wish to be a Citizen, you may become a Friend of Jirmania. This is a special status created for our long-standing guests, members of other nations, fans, or just friends. There are no fees or other restrictions. As soon as you become a Friend, you can enjoy several benefits:
- Your chances to become a full-fledged citizen will grow considerably
- You may obtain your unique @jirmania.org and name.jirmania.org addresses
- You may be informed about news from Jirmania
- You may take part in Jirmanian projects and visit Jirmanian events
- You may get official Jirmanian products and gifts for free or at reduced price, and you have priority in cases when supplies are limited

Since 2011, the (informal) status of a Friend of Jirmania is being granted to collective entities as well. Collective friends of the Kingdom at present are: The Holy Empire of Réunion (since 8 March 2009), The Free Community of Pasargada, The Republic of Lavalon (since 13 August 2009), and the Kingdom of Ruritania (since 21 May 2010).
